I dont think there is a CARB legal cold air intake for the fc, the only thing you can do is get a k&n drop in filter or use the stock stuff for inspection and swap out the intake once your passed. thats how ive done it for years houston has very strict emmissions/modification laws now a days so i feel your pain.

The K&N intake for the S4 is carb legal, but not a cold air intake

HKS intakes for both S4 and S5 that begin with 1504 are also carb legal
Even if they don't come with a sticker you can just print up the carb E0 sheet and keep it in your glove box

You can always mock up a fake Stock box and have the intake in the front end.
Seems like you're worrying about something that you shouldn't be too worried about. If you drive like a normal person and don't race everywhere you go then you won't get pulled over, which in turn means you won't have your hood popped.

im running an intake, and i had my hood popped before, but the cops didnt find anything wrong. I just kept the air duct piece that goes on the fan shroud on and used the same turbo inlet and airflow meter with a intake mount and a black coloered airfilter. it looks stock. They couldnt get me , so they gave me a batery tie down fix it ticket -_-
