The BAC does run coolant throught it - see the two 1/2" hoses going in and out of it?

Could it be from an old leak that has since been fixed or is it still wet?

well just came from work then put shift i neutral and it starts to drop the rpm to 50 0 or 400 then raised to 1000 then again to 500 or 400 wanting to diethen raised it did it likefor 40 secsthen stayed at idle speed, so i turned off the car checked tps sensor and while i was in that i saw antifrezze in the BAC valve so i disconnect it to take a better look and tada that's what i found and still wet and hot.

No. If you look at the metal tube that the coolant hoses connect to, you'll see that its held on by two phillips screws and can be removed from the BAC - there is no coolant flow inside the BAC. Likely the hose near the connector leaks under pressure. The coolant will probably screw up the electrical connection tho so clean it out, find/fix the leak and you should be fine.
