Your going to have to give hints of what happens/does not happen when you turn the headlights on, and also what happens when you turn the **** that is dedicated to just making the light assys go up/down.
You need to also tell us if you have a digital meter or not. That question means as much as the above questions.

Well, since both retractors don't go up/down and the 30a fuse is good in the engine compartment the only way I see to check it out is to use a meter or change parts out (money involved there).
To check the fuse, swap it with another one in the engine fuse box and try again.
Still won't work. Get a meter and pull one of the retractor motor plugs off. Put the meter on the white/green wire in the plug and see if it has 12v. If it does then put the meter on the red/blue wire in the socket with the headlight switch in the up position. NO voltage probably means the light switch is bad if there has not been any removal/reinstallation of any harness electrical plugs lately.
Some EARLY 86-87 cars actually have a retractor relay located on the bulkhead just behind each headlight assy. The later cars have that relay as part of the retractor motor. I wouldn't think both relays would go bad at the same instant.
It's hard to figure this out without a meter. If just guessing I'd say the headlight switch/harness.

IF you did have retractor relays, here is a thread that I attached a diagram of the relay itself and the location. https://www.rx7club.com/forum/showth...etractor+relay
But then again, I'd bet fifty bucks its not the retractor motors or the relay (if your car came with them). Its a lack of 12v on those two wires I mentioned in the post above.

There is something you MIGHT try. Remove the plug from the light switch. It should be a 14pin plug/socket.
Get a piece of electrical wire and strip both ends.
Put one end of the wire in the plug where there is a RED wire. It should be located near the middle of the plug, bottom row. That wire should have 12v on it so be careful not to touch the other end to the chassis/ground. Now put the other end of that wire into the socket on the plug that has a RED/BLUE wire. When you do that, something should happen with the retractors. IF not, then leave the RED wire where it is and put the other end into the socket with a Red/Yellow wire.
If the retractors go up/down in either of the two places mentioned above, then it SEEMS the switch is bad. IF nothing happens....................well, just do that and see what happens.
