Arrow light dont work still

here is the problem my headlights wont come on. so today i went to try to fix them. I just bought the car for real cheap and i'm trying to restore it. and the guy i got it from had some kind of wire from the headlight wires to power something inside the car. so i took those off and found that the wire is all black and chared. Could that be the couse of the lights not working?

either your wiring harness behind the Headlight Switch or the headligth switch itself burned out.. Possibly sometimes both... they can be picked up quite cheap from either a junkyard or in the classifieds forum... i have both.. if you need it.
