leaky bov?

i have been cleaning up my t2 swap and straightening things out.. at start up and for about 5 min it has problems running on its own but i think that is from all the junk i removed and i was used to that when the car was n/a. after idle however, it lopes like a vacuum leak between 1200-1500rpm. i replaced every vacuum line in the engine bay and made new gaskets for the intake mani. the bov is sucking in air at idle and when i cover it, the idle smooths out but runs a bit high... like 1500rpm. this is stock bov. is it supposed to be sucking in air? logic says no but i have only had 2 other turbo cars and never bothered to vent my bov to the atmosphere. thanks for answering my newb question. free flame for all!
