Your headlights seem broken. Generally this is due to the relay in the switch or the associated harness. A burned harness does not normally prevent them from popping up though. You might want to check the retractor relays or motors, but it's odd that both would stop at the exact same place. Maybe someone has modified your retractor arm or relay to lock them in place? I don't know why someone would do such a thing as it's very unsafe and quite odd looking.

The motors themselves are cheap when bought used as they don't have much value due to low rates of failure. No demand for them. The relays are cheap as well.

One thing you might want to check is to see if the retractor fuse blew while the lights were moving up or down, thus locking them in position. You'll find this fuse in the main fuse box at the drivers shock tower.

Either way, it's best that you use the manual **** to crank the lights up all the way until you get this fixed. That way you still have enough light to drive safely at night.
