Its Dead, Dead I tell you!

Well this is what happen. Everything in the car seems right but it wont turn over... I cant really think what it could be. Engine is still good, injectors good and so should the fuel pump but I'll check on that tomorrow. Could this be the ECU? Also the car wont want to start after my friend washes it could water be getting in somewhere? Oh its and 88 TII also if it is the ECU where could I get one?

starter is fine I'm thinking its a fuel problem. Its not my car so I'm just telling my friend what to check. Also the fuses are good, I could be that its just flooded so the atf trick should work... I told him to try it tomorrow.
