My intermittent wipers only come up about halfway and stop. They don't go back down or anything else, just stop. I've resoldered the board, at least the connector side. Could the intermittent relay not be working? Any thoughts would be greatly appreciated.

bad intermittent relay, I can rebuild it for you or can sell you the relay if you want to do it yourself.
