They way the cat works is it gets air pumped to it causing the internals to heat up and burn off unburnd gas and so forth. Without it it wont burn it off so probly no you wont pass as well it will just cuse it to clog up.

soo, what does the air pump do besides pump air into the cat. im getting a RB header with a single exaust(2 1/2) w/ single muffler. can i get rid of the air pump if im running w/o cats?

The air is dumped via the ACV throughout the ports underneath the intake ports on the irons of the engine. It travels through there and then goes into a pipe, sometimes 2 that mates up with the exhaust manifold. Those little holes underneath the exhaust ports are where the air comes from. There was a really good emissions guide by ddub that instructed you how to just use the air pump to dump unmetered amounts of air into the exhaust, without the use of the ACV. His method worked quite well, and he passed. What was undecided was if too much air will harm a cat, as well know that having too little causes it to turn cherry red and die.
