Im tired of these brakes!! HELP

Im really getting fed up with my car. I did the 4 pot brake swap and my rear brakes locked up but not the fronts so I changed the prop valve today and it got worse the brakes wont lock up at all I slam the pedal and all it does is coast to a stop. Which sucks really bad it feels worse and stops worse than when just the rears locked up. The pedal is rock solid the entire time tho never feels musshy or slopy. I bled the crap out of them and had no air I even bled the prop valve itself no air at all just no lock up and ti doesn’t even nose dive like it should. I just want to get all this brake stuff fixed I have changed allot of parts now and spend a lot of money
Parts changed include
All 4 rotors
All 4 sets of pads
All 4 calipers
SS front lines and new hard lines
New master cyl
(used) prop. valve
(used) brake booster

The only things I can think are that some how the rotors just need to be resurfaced and the pads cleaned up and that might do it. If any one has any insight please let me know im in danger of death here!!

Run the simple tests on the brake booster in the factory service manual. Links to the manual are in the 2nd gen FAQ.

What kind of pads are installed? Most track pads are not great when cold. Gotta heat them up before they work well.
