Sounds like either a rich condition (Throttle Position Sensor, Oxygen sensor, Air-flow-meter, malfunctioning EGR system [if it's still on your car], bad timing, poor spark from coils, blockage in the intake path), or an oil burning issue.

USUALLY, the color of the plugs depends heavily on how you drive. If you rev high, and don't put much throttle into it (or drive on the highway), there should be WHITE soot on them. If you just let it idle, or really get on the gas, they should have BLACK soot on them.

If ALL the electrical stuff checks out okay, and you don't have any INTAKE blockage, then it's more than likely an oil-burning issue.

How many miles you got on it?

if you're below 100,000mi, then oil burning shouldn't be a problem (but don't rule it out; people sometimes abuse rotaries).

If you're in the 130k+ club, then it's time for a rebuilt motor. Putting junk in the oil is VERY BAD for rotaries. Yeah, there are certain brands that kind of work, but I'm not going to reccomend any.

Also, don't rule your exhaust system out. If you're still using the stock catalytic converters, then most likely one of them is plugged-up hardcore. This usually leads to white soot, but I've seen it cause black as well.

Hope this helps.
