Idle probs with 86 S4 N/A

Hi everyone,
I own a 86 gxl and recently started having idle probs. I replaced the fuel injectors and also replaced the BAC valve. The car will finally drop to idle but under 1k starts to bog horribly. I touch the gas a bit to rev it up and all of a sudden the rpm is at 1.5k. I have checked for vacumn leaks and found none. I also have changed and set the tps multiple times. Always making sure its set to 1volt. At this point i have no clue what i should do. The car has no ACV and has the air pump removed with block off plates. other than that it has a efan upgrade and is basically all stock. I have rebuilt the engine and have put about 30k on it since then. So i know its broken in and compression is all good. Just cant figure out how to het the idle to sit at 750-800. I connected a air fuel gauge but its just a cheap narrow band. I havnt changed the fuel filter and checked the fuel pump. All within spec. At this point i have no clue what it could be. I have never really tested the thermowax yet but im scared i would break it because i have never messed with that before. I personally believe its some kind of tuning prob but i just cant get it to act right under 1k rpm. Any info would be greatly appreciated.
