idle issues....still

88 TII. stock everything (except for the air pump being removed). no vacuume leaks (EVERY vacuume line replaced with new vacuume line), throttle stop screw correct and touching the rest. thermowax checks ok. the idle WILL NOT drop below 12-1300rpm. i start he engine cold and the engine idles there after the initial cold start rev to 3K. it idles there when its cold and when its at normal operating temperature. i've done everything i can think of EXCEPT for removing the acv (as someone else had suggested) and adjusting the timing.

i cannot properly check or adjust the timing because with the engine idling over 1100rpm, the ecu advances the timing. that thats a pain. where can i go from here?
