Idle fluctuation/no TPS light

Hello all,

I've got a TII that fluctuates at idle. The top end has been entirely torn down and resealed, no vacuum leaks, fuel volume and pressure good, everything we check is OK. Even did a breakout test on the ECU and voltages are correct.

One odd thing I have noticed is that the TPS check lights will not illuminate. The ECU is getting a signal from the TPS (~1.0V) and from the other interrelated components (boost sensor, atmospheric pressure sensor, variable resistor) but still no lights. Could this problem be causing the idle fluctuation? Anyone run into this problem before?!
