I think the TSP is busted.

I think the TSP is busted.
Hello.
So over the past few days I have been noticing that during normal driving the throttle % reading on the SAFC II went from 0% at idle to 4-5%. No problem, I'll just adjust it. A little more driving and it was up to 12%. When I punched it and let off it was back down to 6%. This is very strange.
So today as I was driving the car was barely idling. I figured it was the TPS but was not sure. I popped the hood and found a missing vacuum cap, replaced it. It idled good. (It's easy diagnosing vacuum leaks with 3 vacuum lines. But the throttle was still off.
I went home and got the multimeter out. It read 0.5. I adjusted it to 1 and went on my way, and soon saw the problem again. Tested it once more and it was down again.
Now I did a little more testing, I blipped the throttle with the multimeter and everytime it should have returned to 1 it went to random numbers like 1.2, 1.4, 0.8, etc. I figured the TPS crapped on me.
I put a new used one in that I had sitting around, and it was way off spec and would not get in spec. the closest I could get it was 1.5. So that one is messed. I put the old one back on again.
I guess the question after ALL of this is... is my TPS crapping out on me?

First off make sure the linkage & adjustment screw moving around is not your prob, then, yeh, if those readings were under controlled conditions (throttle linkage always coming back to the same spot), prolly the TPS...
