If you want more than 200 horses, go turbo but from what I've read it's not worth the trouble of turbo-ing an N/A, buy a TII engine. I dont know about any aftermarket throttle body. The first thing you should buy to increase horsepower is an exhaust system since the OEM one is very restrictive, beware however that doing this will significantly increase the engine decibel levels. Rotary are LOUD, it's in their design, nothing to do about it. Also note that crappy aftermarket exhaust wont last more than a few days (or hours) on a rorary powered car, buy a system specifically made for a rotary engine, like the Racing Beat one. And if you're wondering, a good exhaust should get you an extra 60hp.

A good turbo II engine conversion can be done for 2000$ if you do the labor yourself. If you dont want a turbo then buy an exhaust system and port the hell out of the intake and exhaust ports.

You don't need an aftermarket throttle body. And in fact, there are none that fit on the stock intake. If you want to go turbo, either buy a TII or do a full TII swap. $2000 is not enough of a budget for a proper TII swap.
Your best bet is to spend some money on a good quality exhaust, and then spend the rest on suspension and fixing the little problems the car likely has.
