HAHAHA. get the Racing Beat system or GOOD Borla Mufflers. Be prepared to receive 3-4 noise/referee tickets daily. While the rotary sounds sexy with open pipes, it's not a streetable exhaust system. You should have asked first. You are now going to rape your ears with the sexy sound of the rotary to the point that they'll bleed. remember shift into 4th or 5th (even if you're only going 30 mph) when you're around cops.
Best advice:
get better mufflers (the cheaper the cans the louder they will most likely be)
get a better exhaust system (as I mentioned above Racing Beat is the BEST out there for our cars)
drive at really low RPMs when around cops.

Perhaps take it over to Mike at Golden Auto Muffler at the corner of Folsom and 6th. Good guy, custom work and reasonable prices. He's an enthusiast* and they have a decent grasp of the RX-7.
I suspect you'll need to weld in a presilencer or high-flow cat into your "downpipe".
A cat may burn the excess fuel in the exhaust enough to reduce backfires, and either will quiet things down. You do need a cat able to handle the high temp exhaust though.
An exhaust system like the Racing Beat is carefully tuned, a good custom exhaust mechanic will try to do the same.

*I chuckle when I see the 'chute on the Civic at Golden Auto, probably shouldn't...
