First try the ATF treatment, if it still won't kick over try to manual turn it over from the flywheel to break any carbon locks it may have, or if it's free try replacing the starter. Is that a good start

i think he meens he wants to buy the whole car...right?
if so,is it making a clicking noise when turning the ignition key on?if it is,then its mostly the battery or starter motor.
If its the battery, turn the lights on and try to start it...if the lights go off/or really dull, then its the battery.
If its not making any noise, try turning the motor by hand, from the front pulley bolt and see if it turns at all making sure its not seized.
One more thing you can try is,hit the starter motor on its body while some1 is trying to start the car, sometimes it works if the starter brushes are worn.
see how you go and give some more details..of what you do/did
