Well I don't know about skip pan figures, but I know from road test reports the FD's handling was a major improvement over the FC's, and so it should be when you look at the specs. The FD is slightly smaller in every dimension, lighter than most FC models and has double-wishbone suspension all round to replace the fairly basic front struts and rear seni-trailing arms.
I'm sure you can get an FC to comfortably outhandle a stock FD, but whatever you do to the FC you could do to the FD just as easily, so they'll always have an edge. But hey, that's development for ya...

Just buy some VERY sticky tires.
My '90 Vert pulled .98 - 1.02 on the stock suspension with a set of very used 225/50-15 Toyo Proxy RA-1 tires.

from the heaviest fc to the lightest fd is about 200 lbs, which is not that big of a diffrence..and the amount by which the fd is smaller doesnt do anytung for handling, its all in the suspenshion design and engine placement. dont forget that the fd comes with 225 and the fc came with 205 tires wich are also newer.

Another big factor is the person behind the wheel. A well driven FC will probably outdo a bad driven FD. All the advancements of the suspension don't do squat if you can't drive. Otherwise, I'd lean toward the FD being more capable.

Yeah, at MADS I was chasing down FD's in my T2 with the K2RD suspension kit and some sticky kuhmo V700 R-compound tires. There was one i was really happy about, a modded like hell FD with apexi stickers all over it, I pointed him to pass me on the straight, and 2 turns later I was crawling up his exhaust... heh heh
