How to take rust off roof?

My 89GXL white has rust on the roof in front of the sunroof but behind the windshield getting under that rubber seal part on the windshield. Will I need to take this rubber off when I sand?

What grit sandpaper should I use? And thiers no bubling yet but its pretty close. IS thier a special primer I can use so it never rusts again?

I prefer Zero-Rust to POR-15
Zero-rust is also available in Aerosol cans, POR-15 is not.
