how to set mechanical idle

how to set mechanical idle on s4, for some odd reason i cant get it higher.

tighten up the throtle cable.

my idle was fine untill now...

plus i went though a hole tank of gas in three days and i barely drove it it mostly idled the hole time im sure if i tighten my thottle cable i will waste more gas
