How to reach convertibles downpipe to install new one

How to reach convertibles downpipe to install new one

Got the rb downpipe and presilencer but it seems that theres some sort of plate in the way on the very bottom of the car. I dont know if its a structural support or if its just to protect the exhaust manifold.
I suppise my question is more asking if its safe to remove? Or is there a way to reach the manifold outlet without doing so?

It is a crossmember for support, since the car has no roof. It is a bolt on part, just remove the hardware, then there are j-hooks on both ends to facilitate installation

Its really not very clean. A lot of the old exhaust system was rusty and theres black grime everywhere under there
