How much should I offer for this?

I talked to the guy, said the car didn't use any oil at all. And that the water just leaks out, apparently he has been using pure water for cooling.
How much should I try to pitch his way?

i'd say that i agree with nyc scorpio. if the rest of the car other than the engine is in alright shape, $750 isnt too bad of a price. i would say look at it as if the engine has lost a coolant seal. when you get it home, plan for the worst but do go through the entire cooling system, testing each component.

Go to www.aaroncake.net and find the cooling system diagnostics. The #1 thing to check is the coolant seals. If those are toast then the engine is toast and requires a $3,000 rebuild. Don't buy a piece of garbage unless you know what you're getting into. If you can't afford a good car, then why spend more than twice as much fixing a piece of garbage?
Btw, pure water will rust the engine and damage the coolant seals over time. If it's tap water and he keeps refilling it, sediment will build up.
There are also links to buyer's guides in the forum FAQ so you can check for other things.
Ya, the comment he made about oil is B.S., maybe a selling point. Rotary engines have a friggin' pump to inject oil into the engine to lube it. It better be consuming oil! Either he's screwing with you or the Oil Metering Pump is broken but then the engine would have other problems like poor compression or eventually a total engine failure.

It's possible to have enough fuel blowing by into the oil that it seems like it doesn't go down much.
You do realize you're in a forum for 20 y/o rotary mazdas, right? An attitude like this really narrows the playing field. Personally, I love a good project. It's how both of my 7's started out.

Ditto what they said.
That engine is probably junk, and the seller is either a liar or a moron. IMO $750 is too much, and it will probably take well over $3,000 to get that car up to par. As long as you realize that, then you can make an offer accordingly.

ignore the debbie downers. it's an old RX-7. you're going to get it, and the guy is going to have left out a lot of details about what things work and not. but that's the fun in it.. honestly (IMO), if it's not a DD and is going to be a project, the worse the better, because that means you'll be putting more new/refurbished/aftermarket parts in. you have an entire forum's worth of knowledge to work with, if you use it and are as detailed and **** about the car as you are your 3D models () you'll be in business. start your offer at $500 based on what people here have said, and go up from there.. if he wants more than $750, tell him you can find a better deal elsewhere.

I wouldn't have tried to fix it up anyway, unless you wanted a project for the sake of having a project or to save an RX-7 out of charity (bless your heart). It probably would have cost more to fix than getting a good one. Or I'd give the car a thorough looking at; if you're lucky it might only have small problems. And for such a low price it was worth it even if it wasn't worth fixing and you had to strip it down for parts.
Oh well, next time.

I want one in any condition, I love the engine, love the body, love the flaws. It all attracts me to the 7.
Thanks for all your support, and I hope to find one soon.

I agree with ericgrau. It most likely would have cost you more money to get that piece of junk in running condition than it would have cost to simply buy a running RX-7. It is much better to buy a running RX-7 because: 1) You can drive it while working on it, and 2) You can better assess the condition of the car prior to buying it.
