Getting the power is the easy part. Getting that to the ground is the hard part. Might want to check out the race forum to see how people are setting up their drag 2nd gens...Solid axle comes to mind...

I'm fairly sure I know of a guy that has ran 11 flat with a BNR style highflow in an FC Chassis. High 10's have also been done in gen1 using a hiflow/hybrid setup.
Thats on schlicks.
For road legal tyre, R888 is proven to do the times. A 10 has been run on them also, not sure on power figures.
To do 10.99 in a 3000lb loaded car you really only need 450bhp in theory. Which is about 370rwhp on a genuine dyno.
We are talking about immaculately setup cars on slicks however.
Skill is about building a car with the HP to do the job and doing it. Its really easy to build something with 500+bhp that runs 13 second ET's.

yah your times are gonna be slow until you get a decent wide tire but remember when you go to something like slicks and launching hard on a regular you are bound to break stuff so you may want to beef up the rear end first
oh and the lighter your car is the faster it accelerates

and the question is moot. because the power level is dependent on more than just how well you plant it to the ground. it is dependent on your ability to actually drive, the car setup AND the total weight of the vehicle(you will be adding some weight to it to even be allowed to run that low, such as roll cage).
saying a raw horsepower figure really doesn't mean anything. if you're building a car for drags, your first priority should be stripping it to get it as light as possible to prevent those inevitable drivetrain failures, because the heavier the car is, the more stress it will be under during hard pulls and hard launches. a 2300lb FC should be able to run down into the low 11's with just 400WHP, a stock trim FC with a roll cage adding in another 100lbs(weighing in at approximately 3000lbs w/driver) will need closer to 500+ and breaking things much more often/easily.
