How loud should primary fuel injector clicking be?

How loud should primary fuel injector clicking be?

Should I be able to hear the primary fuel injectors clicking as I rotate the (spare) CAS?

87 GXL, new motor (I got it with the motor in, but not running). It has compression, it has spark, it sputters for a bit with starting fluid, it has fuel pressure, but it won't start.

I suspect it's getting fuel, because the plugs are wet, but it may be mostly the ATF I've put in (not a whole lot) trying to get it started. It doesn't smell strongly of gas, which is somewhat worrysome. It was badly flooded when I got it back here (probably from my attempts to start it out where it was previously, though I'm not sure at this point), so it may just be excess fuel still in the engine.

When I rotate the CAS, I hear the click of the coils at the proper places, but I'm not hearing the primary fuel injectors firing at all. I've disconnected the BAC connection to get rid of the hum, and I still don't hear anything.

I haven't tried with a vacuum line or stethoscope, mostly because I don't have any laying around, but I'd think I would be able to hear the injectors click with the engine off...
