just run a toggle switch in line with the retractor, that way you can control where the lights are positioned.

under the hood u can pull the sure labeled retractor in that little black box..(while the lights are down) go back to the car and flick the toggle switch for the lights in the up position go back and tap the fuse in stop just for a sec and the lights should go up a bit... keep doing this till they are where u want them

you don't even need a toggle switch. You can have the lazy eye effect all the time by 1st putting the lights up, then pulling the retractor fuse in the fuse box. After that go underneath the car where the retractor motor is and turn the dial to the left. The lights will go down. Get them to be about parallel with the ground and you'll have enough light for nighttime. Make sure you have some REALLY bright lights though. If not, your lights won't be bright enough.
