How do I put my lights down?

My 90 vert hasn't been running in forever. I actually forgot how it works. I left it with a guy for about 3 months for a pop and swap, but he just couldn't find a good engine. I seriously doubt that he went through as many as he says, but anyway he just brought it back to me, still not running. But the lights are up. They're not on, they're just up. I can turn them on and off, but I just can't put them down. I seem to recall being able to do that, but I just can't remember how. I know it's possible that the motor just broke. Does anywone know what I'm talking about and how to put them down?

Thanks. While the lights will turn on and off without the key, that little twist **** only works with the power on. Now, anywone know where I can find a good used S5 non turbo engine in L.A.? I'm still not ready to give up on it.
