Is this housing worth re-using?

Hi guys, my Dad picked up this housing from eBay about 2 weeks ago. I just got to take a look at it and I'm not sure it is reusable. The scratches in the area of the spark plugs are just deep enough to feel with my finger nail. He only paid $80 for it but the guy charged him $50 for shipping so he would be out of that $50 plus return shipping.
Let me know what you think.

Are the scratches of more concern since they are in the area of the spark plugs?

Well, looking only at that, it appears that it would be a fair housing to use for a budget rebuild. The light scratches/grooves near the trailing plug hole are of course not desirable, but fairly common and difficult to find housings without. Of slightly greater concern are the carbon stripes extending from the leading plug hole. You can see the material adjacent to the hole is shiny, while the rest of the material extending outward is dull with carbon buildup, indicating it is a low area and the center is a high area. Each time the seal crosses this high area, it not only wears the center a bit more, but it causes it to jump off the housing a bit and so compression is lost there. The best thing to do is LIGHTLY take a dremel with a cone-shaped stone or a sand roll to the shiny areas and grind down a very slight amount of material here, in hopes of restoring some flatness to the area. If that means that the (formerly) high spot now becomes a low spot, then so be it...at least the seal will no longer be jumping off the entire housing in that spot. This is the best "doctoring" you can do for old housings with these defects.
