HKS Manual Boost Controller

I purchased my turbo 2 a couple months ago on my 16th birthday. I took it in to this rotary shop and they said that a peice replacing the tubing going from my Intercooler to my Turbo holds more boost. I have just recently found out that it was a manual boost controller put on by the previous owner. I was wondering if anybody has any experience with this after market part. The man that i bought it off of said that it was running 250 Horse. It doesn't feel like 250 Horse though could it be this Boost Controller restricting me from running 250 horse.
