SC HKS EVC IV help!

Hey guys, I need a little advice, as I'm not the best when it comes to electronics. I've had my HKS EVC IV for a few years now, and have just never been able to get it working right. Though I have studied the manual, tried everything HKS says to do, and still no results. It doesn't seem to me like, anyone else has this issue, because I've spent quite some time searching for any kind of help.

Here's the issue; Kevin, and Rotary Resurrection hooked it up when he put in my motor, and said he wasn't sure about it and that I'd have to make sure it was correct. Didn't too much care at the time. But once it was time to boost the car, (after rebuild) the boost controller won't run through it's proper "initial setup". It will read the "low boost" levels, but when it's time to gauge the "hi boost" it won't read it. Could this just be a boost leak?

Without the boost controller on, it stays pretty consistently at 14-15lbs with the AFR's staying between 10.5-11.2 at these boost levels. With it on, even with the dial turned all the dial turned up it won't exceed 10lbs. Please help, because I want to make sure I'm boosting safely. Any references, advice, websites anything with information will greatly be appreciated.

did you try flipping the switch on the back of the unit and verify the lines are hooked up correctly? lowering the offset still does nothing?

most of the time when the boost controller is unresponsive it is simply due to a setup error, on the units with programmable/switchable internal/external gates it is usually as simple as the controller set to the incorrect setup type. according to the instructions it should be set to PO, but it's been like 8 years since i messed with one of those antiques.
