When i start my car, when it first turns over it revs it self up to about 4000RPMS. it will stay there for a minute unless i tap the gas.
Is this NORMAL!? I mean it blows white smoke when its warming up to but i think thats because it needs a rebuild.

AWS, accelerated warm up system last for 17 seconds and usually the rpm is approx 3000. It can be defeated by putting the transmission in gear for those 17 seconds.
If you disconnect the plug from the Air Bypass Solenoid Valve. Then the revs SHOULD go down to the low 2300 rpm range. Others (Wayne) say that is not their experience (their cars are defective). Still, it's a seventeen second experience that you can overcome with the left foot if you have a manual transmission.
If it's a early series four and you have a water temp switch on the bottom of the radiator, you can pull one of the two wires off that connector and never see the 17 second experience again. At the cost of the emissions (Relief solenoid etc) not working right either.
