High Idle cause bad performance?

Would having high idle cause bad performance and or be bad for car?

My FC3S TII idles between 1500- 2200rpms when cold, but when not so cold it drops a bit, but not to 700, between 1200-1000 , but once I get the car running for about 20secs-1min it drops down to about 700. When it drops to 700 the needle is still constantly moving, never stays at 700rpm. Also can having a high idle also cause excessive smoke including strong smell from smoke?

its normal.


How much does the idle fluctuate once it settles to 700?
