HELP! still surging....

When I start up my 91 N/A it does the cold start thing where it revs up to like 3 grand for a bit (2k if its in gear) then it comes down. Then until its at NOT the rev bounce from 1 to 2 and back down repeatedly at first I thought TPS because I had some blank spots so I replaced and tuned but it still does it. I was thinking about just removing the cold start and seeing if that would work but in the off chance that it doesn't, I do live PA where we have coldish winters and I drive her during the winter. Please help I'm not allowed to keep the car at my apartment till this is fixed cause supposedly I wake up my neighbors with its reving.

It could be any number of different things. TPS, BAC, vac leak, etc etc. If you do a search, theres a lot of threads concerning this.

Get the free factory shop manual from one of the links in the 2nd gen FAQ. Then work through the troubleshooting matrix one step at a time.

My neighbors hate me tooo.

Sounds like a vaccumm leak i had not to long ago. check all your lines or just replace them with new ones.....worked for me
