a Na motor is pretty reliable its self, you can get about 200k out of it if its taken car properly. A rebuild is around 1500 depending on your area, if you want to keep it reliable dont get it ported. To drift you will just need some good suspension, ive seen an automatic 240 drift with bad *** suspension. And to keep it street legal just keep your emissions stuff. People usually get deals on their NA FCs like i got mine for 500 and the engine is perfect.

Short answer: Yes to all 3 questions.

PRICE:
It's now $3-$4K for a '86-'88 N/A RX-7 unless somehow you get a super deal (make sure it's not a junker). An '89+ goes for $1000 more, a turbo $2000 more. I assume getting a nice suspension, performance exhaust, etc., etc. should cost the same as it does for a Supra. With minor upgrades you might gain 20-30HP N/A, more for turbo. Though the craziest (expensive, illegal, fragile) setups can almost double the N/A's power.

BUYING:
Make sure you get a good one. Like any old car, you can get a lot of problems if somebody sells you a junker. Try a buyer's guide and a good mechanic to check it. I like and have used this buyer's guide myself: http://www.rx7.voodoobox.net/infofaq/bguide/bguide.html
It might leave out fuel pulsation dampener leak (causes engine fires). Look it up.

BOOST:
An RX-7 can't handle nearly as much boost as a Supra (maybe 2/3 as much?). It will be much less reliable, as with any boosted car, but it can still be made reasonably reliable.

PERFORMANCE:
An N/A gets 146HP in a 2626lb. or more car (up to 2800lb. w/ extras, etc.). An '89 gets 160HP. Turbo I think is 185HP (86-88) and 200HP (89+). Low end torque is bad: 0-60 for an '86 N/A is 8.6s. Its real strength is its outstanding, old-Porsche-like handling. It has a 50:50 weight distribution thanks to the lightweight rotary, Macpherson front suspension and a multilink rear suspension. Yes, multilink! Though it's a modified long and trailing arm not a modified double wishbone like the better multilinks. It's supposed to be a great drift car, though people recommend learning on a car with lousy handling first.
