yes it does. Another thing to try is to put wither oil, ATF, or MMO in the lower spark plug holes turn it over by hand and dry the holes before putting in good spark plugs and then also pinching the fuel hoses by the oil filter coming from the fuel filter. When I mean pinching wrap the hose in something and clamp it with a vise grip so you don't cut it just decrease the fuel flow. Crank it up and remove the clamp from the fuel hose once it's on.

That pinching the fuel hose thing sounds like a PIA and unhealthy for the fuel line. Interesting idea though. And yes it does sound flooded.

Instead of the clamp thing, try pulling the two fuses closest to the engine in the fuse box in the engine bay - EGI INJ and EGI COMP. Crank it over for about ten seconds with these fuses out - it won't start. Wait a minute. Crank it for ten more seconds. It still won't start. Put the fuses back in and try starting it. If it was flooded, it should start now. It might be pissy and smoky for a bit.

Oh you probably tried that already if you did the usual tricks. Nevermind then, maybe the clamp thing is a good idea, I dunno.
