help my car won't won't rev above 5000

I need help ! My car won't rev above 5000 rpm on flat ground . every thing runs well and it has been freshly serviced. All i can think of is that the fuel filter is clogged. Any help would be appreciated

it could be any part of the fuel system. clogged injectors dirty filter bad lines. also check the voltage to the fuel pump.
