Have you checked all the fuses in the engine bay?
Also, it helps people to answer your questions if you use complete and proper sentences with punctuation, and pick a thread subject a little more informative then "help me plz".

Are you sure the new ECU works? Was it removed from running car? Is it the appropriate ECU for your year?
Can you find 12V at the ECU according to the wiring diagrams in the Factory Service Manual (FAQ...)?
CAS plugged in? Does the CAS test good according to the FSM?
EGI fuse plugged in?

Is there another motor from a different mazda besides the rotary motor that is carburated and not fuel injected that i can switch out.

The Factory Service Manual is available for download in the FAQ. It contains all fuse locations and invaluable service information on the car. The fuse locations are also covered directly in the FAQ.

Got fuel? No the pump doesn't turn on.
Is there power to the fuel pump? {insert your discovery here}
Once you get fuel flowing to the engine, if it still doesn't run, move down the line.
Spark? More importantly, spark at the right time? (refer to Aaron's CAS questions)
If you've got spark (and correct timing), fuel (actually getting into the motor) it should run if it has compression.......

OK - so what might cause no spark?
are you getting power to the coils? - if you are, its probably the coils
If you're not getting power to the coils, check the signal from the CAS

Did you test the CAS? No spark is only caused by lack of power to the coils, bad coils, bad CAS or bad ECU.
You can test fire the coils by using a 3V battery (2 AAs in series). Remove the leading coil. Supply ground to the metal ignitor base, and 12V to the black/yellow wire. Connect two spark plugs and ground their threaded section. Now connect the - of your 3V battery to ground, and briefly tap the + to the other (green?) leading coil connection. The plugs should spark. If not, then you have things connected wrong or your ignitor/coil is bad.
Ignitor/coil failure is VERY rare in these cars so you should be testing the CAS first. This is of course assuming that all the fuses are good...
