Help identifying a switched power source under the hood?

I'm really stumped!! I wired it exactly the same. For some reason it is blowing the 30a fuses? I open the switch and theres power from the switched wire and from the constant. I even checked the ground. I wired the fan directly and it runs? I did notice my battery was low so I'm charging it. Could that be it?

What is the part number of the new relay? Manufacturer? Picture of the relays diagram?
About the low battery. Charge it up. Then idle the engine. Put your meters positive lead on the large output terminal at the alternator itself. Put the meters negative lead on the housing of the alternator and see what the output of the alternator is at idle. Then reve the engine above a grand and see how much the output of the alternator is. Leave the new fan OFF and no heater blower, radio, a/c etc. Just basic car stuff on. I'd be happy with just 13.5 to 14vdc, but I'm easy to please.

Seems to be wired the same as the earlier one.
I'd take that relay in hand. Temp put a wire on the 86 terminal and another wire on the 85 terminal. Now touch one of those wires to the pos terminal of the batterey and the other wire to the positive terminal of the battery. The relay should make a click sound when you do that. IF so then the relay should be functional if new.
So just wire the 85 to a known ground point. Then wire the 86 to your switched power source.
87 should go to whatever your wanting to power up.
30 should be going to a constant power source. Like in the BLUE jpg I attached much earlier. In that picture it showed a wire going to the battery positive terminal but note that it has a fuse in between the batt and relay. Those fuse can be bought at Autozone, Pepboys etc. You sorta need to have that fuse there.
In a post or two above you checked the switched power source with a meter. I assume it had power only when you turned the key to ON.
If 85 has a gnd and 86 has power on it and the relay clicks..........the only way I see power not getting from 30 to 87 is if the contacts inside the relay are burnt up.
The 87A goes to nothing so leave it without a wire/input/output.

That's one lousy relay to burn up so fast. I would think a 70A e-fan relay would last for years.
Does it even click when the key is turned on? That's not a sure-fire way of diagnosing, but if it's at least clicking you know you have proper control signal and ground. If you can take the wires off of 30 and 87 and touch them and the fan kicks on, then it's only one thing: the relay is garbage.
