Im gonna say its a fuel vent that goes to the charcoal canister or something, not sure tho, could be just atmospheric vent.

Yeah it goes to a check valve that goes to the charcoal canister. Not sure were you can get that part though. Maybe check and see with a local auto parts store.

They call it the Fuel Vapor Valve in the jpg attached. So.....it seems it is just held on the tank with screws.

I take it that you broke off the metal nipple on that Fuel Vapor Valve and now you cannot connect the hose to it. So........maybe you can remove that Fuel Vapor Valve and have someone braze on a nipple where you broke it off???? Or try to buy just that valve from a wrecked car? Seems it's held on the tank with just a few screws.

Don't braze/solder/weld it on the valve with it bolted to the fuel tank. Empty fuel tanks blow up big time. Death and destruction await anybody who does that.

yes... it's a check valve. There is a ball inside, which is supposed to seal the valve in the event of a roll over. Normally, the fuel vapors escape the valve and travel by a long tube to the charcoal canister, so there isn't a risk of fuel sloshing out... if you just leave it open like that, there is a risk of fuel escaping and hitting the exhaust piping...
