Exclamation Help: Is this the cause? Found wires cut and ungrounded.

So i put a battery in my car to see if my electrical stuff still worked.
Everything worked. headlights, heater, wipers, brake lights. BUT my Parking lights
and Dash lights are out. The lights light up when i hit the brakes, but after i let off
theres nothing. My side markers dont light up niether.

As for the dash, none of my cluster lights up. The highbeam light however pops
up on the dash when i hit the switch but thats it.

I dont know if this means anything but the engine is not in running condition. and
the Alternator is OUT of the car.

My car is an S4 1988 NA. BASE trim.

what is this? I looked on the other side and that dangling wire there was
grounded on the other side but not this side. Could this be my problem?

Also...are these wires supposed to be cut because mine is a base model? I
would assume maybe they are for the rear wiper?

Parking lights and tail lights receive their power from the R/B wire. The problem might exist within the light switch in the cluster. When the **** is rotated power is passed from W/G to the R/B wire and then all parking lights, side marker lights and tail lights come on.
