Well, if you are on a small budget... then there isn't a lot you can do to make it REALLY fast. If you give an estimated amount of money you have set aside or are going to be getting in the near future, then I think we can help you out. It's possible to make a non-turbo faster than a turbo, depending on the car, but that's probably a lot more than you want/have to spend.

The hard truth is the NA's simply aren't that fast, without major port work. BUT they are a lot of fun. Get a header, and a nice free-flowing exhaust that will eliminate cats. Keep the stock system so you can throw it on for inspection day. Get some nice springs + struts, and good tires!

Since you just got it though, do a MAJOR TUNE UP! New plugs, wires, fuel filter, air filter, change coolant, gear oil and trans fluid. Keep it in good shape and well maintained before you throw mods at it though, get used to how finnicky they can be :P

GOOD LUCK!! Check out the NE section and www.nyrotary.com

header and good exhaust system, no cats, electric air pump mod for your 5th and 6th ports, s5 lim and uim swap, intake, emission removal.

fc3sna had a good list, and here's a good reference that lists those and more: N/A Performance. It links to a good S5 UIM swap that will get you 15 more dyno-proven HP. That site is community maintained, so everyone is encouraged to fill in the gaps.

The air pump auxiliary port mod was mentioned, and another option is the pure electrical route I took: Electronic Aux and VDI Actuation

So far I've only actuated the VDI with that, but it can easily replace the aux actuators too.

Edit: about the clicking starter: That's happened to me, and you can get the car started by turning the key quickly a few times (the starter clicks a few times), and then it catches and starts.

A full exhaust(Header,pre-silencer or high flow cat, and a catback) will probably give you the most power gains. After that though it is a very risky proposition a wet shot of nitrous could go along way towards keeping up with those cars.

just cover all the electronics and battery, then get a can of spray degreaser cover the engine in it and hose it down. make sure you cover every thing good though.
