Heat Issue? Please Help

My 86 rx7 has and heat issue. When i turn the car on and let it run to operating temp, heat comes from the vents when i have the heat off? The slide is on cold and i could have the vents on either defrost or any off the other settings and still heat comes from the all the vents. What is causing this problem??

Anyone with answers please let me know.
