Headlights won't shut off!

Headlights won't shut off!
1989 GTUs...searched without finding this exact issue.
Just purchased a month ago, and trying to repair/restore misc interior issues.
Instrument surround was completely removed to replace wiper switch and replace
missing screws, etc. Prior to removal, lights worked fine...except for the
passenger side light being noticeably dim.
With the surround reinstalled and hooking the neg. terminal back up, the
headlights are on in the HI BEAM setting, and will not turn off with dimmer or light
switch controls.
All other functions work normally, including pop-ups, dash lights, running lights,
tail lights etc. I disconnected the harness from the light switch and the lights
remain on. The only way to kill them is pulling the relay or neg batt. terminal.
Is this a symptom of a bad switch or relay? And why the hell now after a simple
remove and replace! Any suggestions are appreciated.

Go to the headlight relay and locate the White/Blue wire and jumper a wire to this wire from the positive battery terminal and see if this causes the lights to turn off. If this wire has a ground on it it will cause the lights to turn on regardless of the headlight switch position.
Also, does the dimmer switch cause the high beams to dim or not?

Thanks for the tip, I will try the jumper. The headlights are on hi-beam with no
change using the dimmer....the little blue indicater light on the dash is illuminated.

The Red wire should be either R/B or R/W. R/B is for low beam and the R/W wire for high beams and yes, the Black wire is the ground.
