DUH!
Dude take the motor off of the light fixture, hook it up directly to your battery and see if it turns if it does, try holding it back to see if it is still strong enough, if it still works lube it up and slap it back on, run it up and down by hand a couple of time to get the lube (wd40) in there good. Just to clarify, you did verify the headlight retractor swtich (ie use to clean the headlights in the daytime) on the console is in the off position right? This swtich is seperate from the headlight + parking light control swtich.

one way to check this is to take the surround off, unconnect the switch from its portion of the wiring harness; then take a piece of wire, put one end in the main power slot (dont have a Mitchell or FSM handy, can't tell ya what colors) and the other in the slot which would close the headlights (again, don't know color). i know this works cause i tested mine doing this. i wasn't testing the headlight motor (the rear lights actually--wasn't the switch's fault for me), but i made them go up and down (and lights on and off) by doing this.
tools needed: small phillips screwdriver and a piece of insulated copper wire (or hell, paperclip).

it could also be a wire. i've had a wire burn out before underneath the dash near the cpu. i blamed the switch which proved to actually more difficult to physically research. its not always a switch.

ya im having the same sort of problem my lights use to work before up and down i parked the car a while i think with the lights down then i took it out at night and put the lights up. After the drive i put the lights down and one motor went half way but i never noticed the next day i went to start the car but the battery was dead so i figured the motor of the light killed the battery. charge the battery and tried retractor switch the one light went down than i tried again and both lights remained the same. help
