headlights stayng on and stuck up.

NJ headlights stayng on and stuck up.

so i got a 90 gtu and i bought this car and the headlights stay on unless u unplug the switch or disconect the battery. the tail lights or dash lights wouldnt go on eaither so i got a new switch and harness because i saw wire damage and the switch was physically broken. i put the harness and switch in and the tail lights and interior lights come on but the headlights are still stuck on and in the up position. any ideas? i thinking maybe a short but my fusebox cover is not there so i cant figure out what fuse it is. please help thisis getting to be xpensive and frustrating!!

bump please help. it looks like all the fuses are ok. but im not sure which fuses are which cause i dont have the panel.

You got a connection not closing between the headlight switch and the fuse box bust out the test light.
