Headlights Pop Up But Don't Light

tried to turn on my headlights the other night and they wouldn't come on.

they pop up, but they aren't producing light.

i checked the fuse box in the engine compartment.....which is confusing me a little...

the fuse marked as "main-80" is missing the little clear plastic top and also i can't remove the fuse.

is it not supposed to be removed?

i also checked the fuse box under the dash and none of the fuses appear to be bad.

any clues?

The fuse has 3 bolts holding it in. However, the main fuse doesn't control the headlights.

There are more fuses under the dash, by the driver's side door.

Check the FAQ for the appropriate fuses to check when troubleshooting the headlights. There are two in the engine bay.

The main fuse is literally the main fuse for everything but the starter in the car. It's bolted in.

If neither headlights actually illuminate, your problem is most likely the headlight switch or relays.

Not to be mean but are you sure you turned the right ***? The big dial on the left turns 2 clicks, first click is your parking lights, the 2nd click pops them up AND turns them on. The little dial above it pops them up for cleaning but does not light them.
