headlights are failing to work!

hello all, how are we?

long story short, i stripped my interior (86 mazda rx7 series 4) and decided to neaten up my electrics too and also re-wire it so i know that it is going. i accidently ripped out the main loom (harness plugs for speedo cluster, idiot cluster, blower unit, centre control unit etc etc) and struggled to put it all back in right.
i finally got everything sorted, and am keen to put the dash back in, but my headlights dont work.

i have checked the ground to the bulb harness plug, and the grounds are fine! but i am not getting power to the bulb.
both my covers are are missing from my fuse boxes (1 in engine bay, 1 in cabin)
i am currently using this to help me:

but i am unsure if the cover is for a series 4 or 5 rx7. my fuses are all fine except the "hazard - 10A" was blown which i replaced.

any ideas what it could be? im leaning towards the fuse, but no idea where it is.
the bulbs work because i directly wired them to the battery and are in working condition.

please help! im so close to getting my car back on the road but this electric issue is really annoying me!

The one you got is s4 mate, this is s5. The one for the headlights is the "head" fuse.
