You have much to learn my young riceboy. They commonly refer to that mod as "sleepy eyes". Search this forum with those key words. There's a few ways to do it.
1. Ultimate riceboy method: pull fuse while somone hits the pop-up switch (never tried but apparently works)
2. DIY: Search on this one. People have installed a switch to control the raise level
3. Pay hks or whoever 100 bucks for a little black box that will do it all for you
4. Don't do it and leave the riceboy cult behind forever

Actually, the easiest way to do it would be to pull the main retractor fuse and then manually adjust them to your height preference. I personally wouldn't do it, as it's kind of ricer-ish unless you've got one sick RX-7..but even then....it still screams 'I'm trying to be cool'...
There are little rubber caps (or maybe they are gone) directly underneath your headlight assembly. Pull the cap off (if they are still there) and there's a **** you twist to manually adjust the lights. BUT MAKE SURE YOU PULL THE RETRACTOR FUSE! Finding these ***** are easy...kneel down in front of the headlight and reach under...you'll find them..
But still...don't do it, damn you!
