headlight issue

Ok, another problem on my 91 GXL... the moment i hooked up a battery for the first time, the head lights came up, and now they won't go back down. I checked the fuses, they're fine, trust me, i know they're fine. i think it's a problem with the switch... but i'm not exactly sure how to go about fixing it. anyone else have this problem?

try to turn the headlight motor switch, the one above the lights, on and off

then try to do the same with the lights...

e.g. put lights off, turn headlight switch to off
turn lights on so they stay up and on, turn the headlight motor switch off (the one above the lights) then turn the lights off

screw around with those, when my headlights act up i do that for a little and it usually fixes it

done that, that's the switch i think has a problem.

i took the dash appart, well the part behind the steering wheel, and tried to see if i could get to the switch to see if something was broken back there... no luck, i couldn't take the "chip" or whatever out. anyone know what i'm talking about and how to get to it? or hopefully someone has a solution
