Just make sure you strip off all that Armor-All or whatever you used before you start painting. I'd probably use mineral spirits because that won't hurt the plastic.

Rubbing Alcohol will do as far as cleaning them up for painting. Dupli Color makes spray paint for bumpers that will work well.

Mineral spirits = paint thinner. Not the same as lacquer thinner or turpentine though; check the can. I like using mineral spirits because it removes grease, oil and old wax without eating into plastics. Not sure how well isopropyl alcohol works on old wax, but it might be OK. You really want to remove all old contaminants to get the best adhesion with your paint job. I've used the Dupli-color trim black before myself on wiper arms and it's not bad. Does tend to fade in the sun after a few years, but on your headlight housings, that probably won't be much of an issue.

You can get trim paint at most auto parts stores. DupliColor makes a full line of this stuff, designed to restore plastics like those on bumpers, trim, bezels, etc. Just make sure to follow the prep otherwise it won't last long.

I use Krylon Fusion spray paint all the time, with great results. I've never used the duplicolor stuff but I'm sure it works the same.

The original finish was not glossy, so if you're trying to make it look like new, glossy paint won't work. If you prefer the look of gloss for some reason, have at it. You probably don't need to use clearcoat, but it may make the paint job last longer.
